Question & Answer – Integrity Commission – Funding
Ms WEBB question to LEADER for the GOVERNMENT, Ms RATTRAYÂ
Tuesday, 11 November 2025
With reference to statements made by former chief commissioner of the Integrity Commission, Greg Melick AO KC, regarding the need for appropriate resourcing and staffing of the commission to function properly and in accordance with public expectations and in light of the recent Anti-Corruption Commission’s ‘why they are undermined’ and ‘towards best practice’ conference held in Melbourne last month, can the government:
   (1) provide the total amount of funding provided to the Integrity Commission each financial year for the previous three years: 2022-23, 2023-24, and 2024-25;
   (2) further provide a breakdown of the proportion of annual funding dedicated to staffing and human resources for the Integrity Commission for each of those three previous financial years specified in question (1);
   (3) provide a breakdown of the Integrity Commission full-time equivalent and part-time staff positions and actual staff numbers in those roles for each of those above the three financial years;
   (4) provide a breakdown of Integrity Commission full-time equivalent and part-time staff positions and actual staff numbers in those roles for the period of 1 July 2025 to the current date;
   (5) advise whether there are currently any staff positions (noting the Chief Commissioner role is not a staff position) that are unfilled due to either resignation or leave and, if so, detail which roles and the period of time they’ve been unfilled.
   (6) confirm whether the government has consulted with the Integrity Commission regarding adequate resourcing, including for staff recruitment, training and operational support while developing the upcoming or the current November state Budget 2025-26.
ANSWER
Mr President, I have a couple of answers, an answer to (5) and (6) that I will read out, and then the other answers, (1) to (4) are in a table.
Ms Webb – I am happy for you to table the answers.
Ms RATTRAY Â – We need to read (5) and (6) because they are not on the piece that I will be tabling.
(5) The following role is unfilled due to resignation.
   (a) Band 4 Complaints and Oversight Officer, Complaints and Oversight Unit, vacant since 17 September 2025; and
   (b) No roles are unfilled due to leave.
(6) The government consulted with the Integrity Commission regarding adequate resourcing including for staff recruitment, training and operational support while developing the upcoming November state Budget of 2025-2026.
Mr President, I seek leave to table a document and have it incorporated into the Hansard record.
Leave granted.
Ms RATTRAY – I table the document: Integrity Commission Commissioner questions tabled for incorporation into the Hansard record.
Ms Webb – Those are the answers to questions (1) to (4) being tabled?
Ms RATTRAY – That is correct.
