Question & Answer – AFL High Performance Centre – Fairbrother Contract

Meg Webb MLC asked the following Question in the Legislative Council 3 September 2026, regarding primary construction contract for the AFL High Performance Centre in Kingston.

Ms WEBB question to MINISTER for SPORT, Mr DUIGAN

My question is to the Minister for Sport while he’s in a mood to answer questions. It’s following up, perhaps unsurprisingly, on a question from yesterday, and it goes again to the nature of the primary construction contract for the AFL high-performance centre in Kingston – lovely part of the world.

Minister, we know the construction contract is between the club and Fairbrother, but we also know that the Tasmanian government, that has contributed on behalf of the Tasmanian people $105 million towards the centre, has an oversight role on the project steering committee. So, the questions I wanted to put to you today and hope to get an answer to fairly straightforwardly is can you confirm whether the government knows whether the contract between the club and Fairbrother is in fact a fixed-price or a cost-plus contract? Further, if the government does know that detail in light of taxpayers’ financial stake in the whole enterprise, does the government have any legal advice against providing that information here to us just in terms of the nature of that contract?

ANSWER

Thank you, Mr President. I would like to do my big football speech again. On Saturday,

11.05 a.m., the Tasmania Devils against Essendon. It’s very exciting. However, in the interests of brevity, we have passed the questions. I am able to confirm that it is a fixed-price contract between the Tasmania Football Club and Fairbrother.
